    This document presents brief answers to common questions that arise within the neighborhood. Please be advised that the legal covenants for Cormorant Passage are available for review on the CPHA website. Each homeowner should review the covenants for familiarity and to assure compliance with the requirements.

      I just purchased a new RV, am I allowed to park it in front of my house?

      No: Parking of boats, trailers, motorcycles, trucks, truckcampers and like vehicles and equipment shall not be allowed on any Lot, nor on public ways adjacent thereto, except within the confines of an enclosed garage or screened area.  CPHA Covenants 3.9

        I am planning on renovating my home. What do I need to know?

    Answer:  Check Sections 3 & 4 to ensure that your renovation plans meet CPHA requirements. Exterior finishes must conform to requirements outlined in the CPHA covenants. Before initiating exterior renovations (e.g., roofing, painting the exterior, etc.), you must contact the Architectural Review Committee for details prior to approval to ensure that requirements are met.     Exterior Finish. The exterior of all construction on any lot shall be designed, built and maintained in such a manner as to blend in with the natural surroundings, existing structures and landscaping within CORMORANT PASSAGE -DIVISION 2 & 3. No plywood siding of any type may be used in construction or reconstruction. All exterior colors shall be of the flat, non-gloss type and shall be limited to subdued tones. Roofs on all residence shall be covered with cedar shingles, cedar shakes, tile roofing or composite shingles of a minimum double lamination with a minimum of a 50-year warranty. All exterior finished must be approved by the Architectural Review Committee in accordance with the Provisions in Section 4. Exterior trim, fences, doors, railings, decks, eaves, gutters and the exterior finish of garages and other accessory buildings shall be designed, built and maintained to be compatible with the exterior of the structures they adjoin.


    SECTION 4 -ARCHITECTURAL REVIEW COMMITTEE

    4.1 Approval of Building Construction. In the case of new construction or substantial reconstruction of a dwelling, the Owner shall prepare and submit to the Architectural Review Committee such plans and specifications for the proposed work as the Committee may require. Material required by the Committee must include, but not necessarily be limited to two complete sets of the following:
    • 4.1.1  A plot plan indicating location of all improvements;
    • 4.1.2  Working drawings and specifications for all construction;
    • 4.1.3 Drawings showing plan view, elevations, exterior material and exterior color scheme of all improvements.The Architectural Review Committee shall render its decision in writing to the applicant with respect to the construction within fifteen (15) working days after it has received all material required by it with respect thereto.

    4.2  Approval of Additions and Remodeling. In the case of minor additions or remodeling, changes in existing color scheme or exterior material, fence construction or any other work not referred to in paragraph 4.1 above, the Owner shall submit to the Architectural Review Committee plans and specifications for the proposed work. As set forth in paragraph 4.1 above, a written decision on the proposed construction shall be rendered to the applicant within fifteen (15) working days after receipt by the Committee of the proposal.

    4.3  Effective Period of Consent. The Architectural Review Committee's consent to any proposed work shall be automatically revoked one year after issuance unless construction of the work has been commenced or the Owner has applied for and received written extension of the time from the Architectural Review Committee.

    4.4  Procedure. In the event the Committee fails to render its approval or disapproval within thirty (30) working days after plans and specifications have been submitted to it, or in any event, if no suit to enjoin the construction has been commenced prior to the completion thereof, approval will not be rendered and the related Covenants shall be deemed to have been fully complied with.

    Question: I need to replace my fence. Are there any requirements concerning the type of fencing that I can install?

    Answer:  Yes.  See the CPHA covenants section 3.15:3.15 Fences.
    No fence or screening structure shall be erected on any Lot without the prior approval of the Architectural Review Committee. In no event shall side-yard fences project beyond the front walls of any dwelling or garage. In no event shall any fence exceed six (6) feet in height from the finished Lot grade. To create consistency, fences constructed on those Lots bordering Cormorant Drive (Lots 1, 2, 3, 4, 5, 6, 14, 19, 20, 28, 29 and 37) shall be constructed in accordance with the plans and specifications on file with the Architectural Review Committee.

    Question:  Can I park a camper/boat/trailer on the street in front of my house?

    Answer:  No.   See the CPHA covenants section 3.9 and 3.10:3.9
    Parking. Parking of boats, trailers, motorcycles, trucks, truck-campers and like vehicles and equipment shall not be allowed on any Lot, nor on public ways adjacent thereto, except within the confines of an enclosed garage or screened area.3.10  Off-Street Parking. Adequate off-street parking for at least four cars shall be provided on each Lot. Each residence shall have a two (2) car garage or carport and space for parking at least two (2) vehicles on the driveway. No vehicle shall be permitted to park on public right-of-way within parking facilities for a period exceeding twenty-four (24) hours

    Question:  Can I place a campaign sign in my yard for my candidate of choice?

    Answer:  No.  See the CPHA covenants section 3.11:3.11 Signs.
    Only "for Sale" and "for Rent" signs within specified parameters are allowed by CPHA covenants. No signs shall be erected or maintained on any Lot except that not more than one "For Sale" or "For Rent" sign placed by the Owner, the Declarant or by a licensed real estate agent, not exceeding twenty-four (24) inches in height and thirty-six (36) inches in length, may be temporarily displayed on any Lot.

    Question:  Can I leave my trash cans on the street or in front of my garage?

    Answer  No  See the CPHA covenants section 3.4  
    Rubbish and Trash. No Lot shall be used as a dump for trash or rubbish of any kind. All garbage and other waste shall be kept in appropriate sanitary containers for proper disposaland out of public view. Yard rakings and dirt and other materials resulting from landscaping work shall not be dumped onto streets or any Lots.

    Question:  Does Cormorant Passage Homeowners Association have dues?

    Answer:  Yes  Dues are currently $50.00 per year.

    Question:  Am I allowed to keep chickens on my Property?

    Answer  No  See the CPHA covenants section 3.8  Animals.  
    No animal or fowl of any kind shall be raised, bred or kept on any Lot. However, cats, dogs, birds or other household pets may be kept if they are not bred or maintained for any commercial purpose. In no event shall any pets be kept in numbers or under conditions which interfere with or jeopardizes any Owner's use and enjoyment of his lot in Cormorant Passage.
